Who’s In Charge?

The Commander In Chief, aka President, says that he supports the heroic troops, and will follow the advice of his General In The Field, aka GITF. The GITF, Gnl. Petraeus, says that he will follow whatever policy is set by his Commander In Chief. This is known as a circularity. Unfortunately without enough energy, this circle is degenerating into a downward spiral. It will only end with a collapse.
