Kinda. Sorta. These utterances mark a spoken trope by an uncertain speaker. The speaker relies upon this stutter to mark a phrase that isn’t meant to be taken literally. Simple example:
… it still “sorta” sticks to them…

Catching the Riot
There are no innocents in a crowd during a time of riot, or panic. Your presence is enough.
First thoughts as I watch the testimony of the CEOs from AIG. They will be unable to explain, to the satisfaction of either the congress or the citizens, what their intent was, because they are using terms with private meaning and neither the headline nor the **** will take the time and words to explain the way of this world.
