Dick straddles the constitution looking for way out of the dead end of his administration. So let us think. Does he work for the Government –yes. And he’s not in the executive because he “presides” over the Senate. Sounds like he is in the Senate and subject to their rules and procedures.

Why not just have him come before the Senate Ethics Committee and answer whatever questions you have? if he fails to appear, then censure him. Possibly bounce him from membership. So long Dick.
