Sloppy speak means using phrases that avoid meaning. Look at the TRY in the above. Consider removing it. Notice how much more it means, how much more it expects, how much more powerful.
The president that was considered to be all rhetoric, has turned out to be the president that thinks no more than any other TV figure.
