He probably doesn’t mean that countering them isn’t creating more of them. Are the groups increasing in number, or are they increasing in capacity, capability, lethality? If we can scale correctly, we understand more.

Complexity requires a better formulation. More skill. Not just a big vocabulary to transfer ideas, certainly not a “more big” one. Nope, bigger is more better.

does this mean there are more animations that we will study? the author probably meant that the additional animations would be fancier — offering controls, capturing attention, etc. That we would study these ‘simple’ animations before the complex (fancier) ones. But I don’t know. And now, neither do you.
