The rich don’t pay taxes because they have found ways of avoiding them. This means, any future tax will be avoided as well. Only the poor pay taxes as levied, since they aren’t smart enough to figure a way out of them. Neither are they rich enough, to pay a smart person money, to do the scheming for them.
